I don't want IC actions to too heavily affect what perks you can take so there's sort of a necessary gameplay and storytelling difference in here but unless you want to thread it out, no, you don't have to. The Cetagandans are being pretty forgiving of any of the outsiders who fought Ceta guards during the skirmish and they're remaining cordial. If York asked for weapons training -- with whatever justification you think he might try to provide anyway, such as his military background or just wanting to better understand the tech -- they'll give it to him, although it'll be heavily supervised and made pretty clear that the only place he'll be allowed to handle a weapon is the training room. They're being very diplomatic about all this, beyond what you'd ordinarily expect in a situation like this, because fucking Cetagandans, man.
He could theoretically hijack some tech if he wanted when he defects -- the details would depend on the circumstances -- but it would be mostly useless. The Barrayarans can't use any galactic standard technology, including their weaponry, because the energy signature would give away their location pretty quickly. However, if there's any hijacking/hacking you'd like to have York try before he defects, let me know, we can totally work something out.
York now has the perks Training: Basic Tech, Coms Access, Lab Tech, and Training: Weapons.
The Nexus standard tech level wouldn't be much of a leap for someone from the RVB/Halo universe, it's pretty standard (if very 80s) scifi with lots of touchscreens and holographic interfaces. The wristcom isn't particularly complicated either.
He's assigned to a wormhole science lab -- half of it is classified above his minimal clearance level, of course, but they put him to work calibrating instruments and some other grunt worth. There is evidently a lot of math involved here.
