Coms Access is separate from Comconsole Access -- Coms Access is specifically for wristcoms (it's 1980s scifi, it's basically a wristwatch version of a Star Trek combadge). You can totally take that too! But it doesn't come with Comconsole Access by default. Training: Basic Tech is totally available although I think, coming from the ME universe, Kaidan wouldn't find anything here too counterintuitive (a lot of touch screens and holo displays). That perk is mostly for the benefit of those who come from totally computer-less worlds or significantly less future-y ones.
The Cetagandan comconsole network is planet-local only as it's hard-lined, but will definitely have all manner of scientific and technology information -- not just Cetagandan, anything that's standard (or not!) in the Nexus. Kaidan could not only look up science and technology journals, but he'd also be able to read about other worlds in the Nexus. Of course, many of these were written by the Cetagandans themselves, so some of it seems a little...condescending in tone. There'll be plenty of information available about wormhole science, although depending on how good Kaidan's grasp on astrophysics is, some of it may go over his head.
The articles on Cetagandan culture themselves that are openly accessible are intended more for internal consumption, so to speak, so Kaidan may find the language vague and obfuscatory, and a lot of terms or titles that might not make sense to him. There would definitely be (very Cetagandan-ly written) information on specific cultural practices (for instance, flower arranging or poetry readings), but not the kind of encyclopedic overview of Cetagandan culture that Kaidan might be hoping to look for. And there is, perhaps conspicuously, very little in detail on the lives and doings of the haut beyond their obvious government function. Mentions of the Star Crèche appear as the domain of the haut women, but little detail is available -- either because it's assumed common knowledge, or not common knowledge at all.
