I think he's getting pretty close to Officer's Commission -- if you'd like, we can see what happens with the April II mission results (it's going to be a lot of battle prep for the upcoming attack on the base), because if those put Miles in Piotr's favor enough he could get a promotion in time for the attack.
As far as Liege Oath goes, it's definitely something to consider, and Miles offering to pledge himself to Piotr would, all other things being equal, raise his esteem of Miles somewhat. He does, at least, take Miles more seriously than he does Byerly, generally speaking. This could be something they talk about ICly to build up toward it (ditto for Officer's Commission), since you have the LP.
Miles now has the perk Villagers' Trust II, just let me know what you want to do for the NPC :> If I see any opportunities to tie this perk into missions etc, I'll throw that in, too. (I'm trying to have perks affect rolls more often so you never know!!)
