The bottom line, right now, is: no, they're not going to let any exotics make their own weapons for the foreseeable future; they only let them into the armory for training/practice. Plus, after this month's breakout, they're even more leery of letting the exotics around weapons, considering there were a few Cetagandan casualties during the escape. They've been pretty civil, but their interest lies in keeping the exotics under control.
If you want to work up to this gradually, we can do that, but it would definitely take some doing, because they're not crazy about the idea of one of the exotics cooking up their own weapons in their labs. It'd definitely take more than cozying up to some ghem ladies (R&D/weapons are, for the most part, not their department), and they would be more inclined to let Nat tinker with weapons if they felt the results would align with their interests/goals. I suggest having Nat work her way into the scientific community on base, and she already has a bit of a foot in the door after the science advisory. There's a second-tier perk for the lab that would get her further (though not super high) clearance; a lot of the R&D stuff ties directly into the game plot, too, so there would be plenty to work with. The people she's going to want to cozy up to are the military scientists rather than the ghem ladies, and demonstrations of interest in their cause would help. That said, asking them if she can make a personalized weapon is probably going to still get a lot of frowns, because they're just not inclined to trust the exotics that much, but what you can do is have Nat cozy up enough to get access to the things she'd need to build it herself, and, optionally, get other PCs to help her if she needs.
