None of Vex's languages would be equivalent to anything spoken in this universe -- unless Common actually is English, it wouldn't be equivalent to English (ditto for any of the other languages). If you don't want to have to deal with a complete language barrier and Vex having to learn English or Russian in-game, you have the option of having her show up with a working knowledge of English (or another Earth language) as an effect of the process that brought them there. Ditto for Thieves' Cant -- something specific to Vex's universe -- wouldn't be known here. On the flip side, Vex doesn't lose knowledge of any of these languages on arrival -- she can totally still speak Common, but it'd be a totally different language from anything they've heard before.
We actually DO have a character who is a dragon, but whether or not he understands Vex's Draconic would be up to you and that player :)
